Frankie and Gillian have had their super rivalry for way too long. Frankie, aka Masko the psychic hero, is tired of the same routine. Gillian, aka Char the pyro villain, enjoys the ongoing battles and wouldn't trade her silly villainous fun for anything.

She doesn't care that he's a fellow bad guy; all she wants is for her super rivalry to return to normal. And he made it very difficult by crippling her enemy.
As for The Devastator, there are other plans he has for the two supers.
